I'd say that has more to do with the social norms the straight male population was brought up with. If women walking around topless was a matter of course it wouldn't be a big deal to start with. It's only when going around topless is rare, forbidden, or sensational that it can cause a stir.
Well, I was assuming the mandate would take effect in the US, where the social norm is the boobs == naughty, so that's where I was coming from. Sure, if one looks at those National Geographic bits about cultures where the ladies walk about topless and no one bats an eye, it's clear that it's all about what you're used to/brought up with.
